Looking for a dystopian sci-fi movie from roughly 2010–2020. It follows a young man (early/mid-20s) and his teenage/young adult sister.
They live under a surveillance state with drones. They get hold of a data chip/memory module containing important information and are helped by a small resistance group.
A government agent hunts them through forests and rural areas. They are trying to smuggle the chip across the border (I think into Canada).
Near the end, the brother dies. The sister tricks the agent by handing over a fake chip (or the chip hidden in a book), while secretly taking the real one across the border.
Low-budget/indie movie, not a major Hollywood release.
