In the novelisation (and script) Rusty shrugs noncommittally. Danny is the undisputed expert here, and if he thinks they need one more, then they need one more.

DANNY: Ten should do it, don't you think?

(as Rusty shrugs)
Okay. We'll get one more.

In the film Rusty is simply passive and Danny is using him as a sounding-board. We (and Danny) can assume that if Rusty had disagreed, he'd have said something.
